In the afternoon of April 27, 2015, the signing ceremony of Joint Laboratory of International Ship Ballast Water Testing and Application established jointly by our university and Shanghai Entry-Exit Inspection and Quarantine Bureau was held. President Cheng Yudong, deputy director of Shanghai Entry-Exit Inspection and Quarantine Bureau, Zhou Lipei signed the cooperation agreement on behalf of the two parties respectively. This measure will provide important guarantee and technological support for the implementation work of ballast water of our country.
Based on the principle of “Complementary Advantages, Resource Sharing”, closely centered on the development needs of the national strategic industry, and with the promotion of the construction of Shanghai Shipping Center as the goal, both parties actively develop bilateral cooperative work in order to effectively cope with the possible shipping green technical barriers after the international convention on ballast water comes into force.
During the meeting, the representatives of both parties exchanged opinions and discussed about the specific work on the cooperation in the future, and specified the work focus of next stage to carry out the ecological risk assessment of international ship ballast water and make the related standard of ballast water. The co-construction of Joint Laboratory of International Ship Ballast Water Testing and Application indicates the further improvement in technology support to deal with the enforcement of administrative law on ballast water convention.
